For more than three decades, the work carried out by Ildikó Bădescu has been closely connected to the real protection of animals — not only through direct intervention in the field, but also through legal and institutional involvement aimed at changing the mechanisms that generate abandonment, abuse, and the improper management of stray dogs. 

Over the years, thousands of animals have benefited directly or indirectly from her work: dogs and cats rescued, treated, sterilized, microchipped, sheltered, or defended through administrative and legal actions.

🐶 Direct Field Activity

Her work has consistently included:

✨ rescuing dogs and cats in danger;

✨ emergency veterinary interventions and treatments;

✨ sterilization and microchipping;

✨ registering animals in RECS;

✨ sheltering and caring for animals, including permanent care;

✨ community education and public awareness;

✨ collaboration with authorities and public institutions;

📍 Between 1996 and 2026, she was continuously involved in protecting dogs in Bucharest, with particularly intensive activity during the periods 1996–2001 and 2008–2026.

🏡 Between 2010 and 2022, she managed her own dog shelter, providing care and protection for abandoned animals and animals in critical situations.

⚖️ From Direct Intervention to Systemic Change

In recent years, the activity of Asociația Master-Terra has increasingly focused on legal and institutional work.

This direction was driven by the belief that:

✔ real change must be sustainable;
✔ the law must be properly enforced;
✔ authorities must be held accountable;
✔ animal protection cannot rely exclusively on volunteers.

Today, the work carried out by Ildikó Bădescu focuses primarily on:

📚 Legal and Institutional Involvement

She has been consistently involved in clarifying and promoting the proper application of:

• Government Emergency Ordinance no. 155/2001

• Government Decision no. 1059/2013

• related animal protection legislation

📌 Relevant initiatives include:

✔ obtaining a final and irrevocable court ruling in case no. 9470/303/2024 against the Galați County Police Inspectorate – Animal Protection Bureau, after being sanctioned for submitting a petition concerning unlawful dog captures;

✔ initiating administrative litigation seeking the annulment of the illegal concession of stray dog management services — a case with potential legal precedent value;

✔ participating in public debates and institutional consultations regarding amendments to animal protection legislation.
